Horse place lay

Hi.
Can you please make this trigger?

10 minutes before the race trigger needs to remember horses whose place odds in place market are between 2.0 and 3.2.
2 minutes before the race trigger needs compare the odds of the horses remembered. 
Place a a lay bet on the horse to be placed whose place odds have raised the most but only bet if odds are below 4.0.
