Can you help me writing a trigger like this sql-code:

In Play:
'cover the lay bet
(If market_score1 = 0 and market_score2 = 0 and best lay bet <= 2
then
place a best back bet)
or
(if market_score1 = 0 and market_score2 =1
then
place best back bet)
)
I cannot find out to create conditions and blocks
