It appears b_leap is positive when a price declines and negative when it increases.
Thus from $3.00 to $2.94 in one refresh, b_leap will = 3, that is 3 ticks.
However if a selection's back price changes from $2.94 to $3.00 the b_leap will = -3.
The manual doesn't suggest that but that is what appears to be reported.
