Yes, they're going stricter on the supposed commercial data usage these days.
What they want from you is more bets, so they can earn a commission (if you think how much the server maintenance is, staff salary, overheads, that's only fair).
You can appeal to them, especially if this is the first time they've closed your account, and promise to spend more money on bets. Most probably they will be cooperative.
