When dutching, how would i express, AND NOT selections stake is greater than return.

The ratio of amount spent to prospective profit in Dutching can be expressed through a formula (all Dutching formulas are available
here
):
LIABILITY = back_book*(PROFIT/(100 - back_book))
Therefore, in your case you need to add the following condition:
and Selection's Trigger Expression
match_b_book*(PROFIT/(100 - match_b_book)) is equal or less than PROFIT
where PROFIT should be replaced with your constant for target profit.
