variable for when selection has stayed below actual sp for 30 seconds

The general problem with this case is that MarketFeeder gets information from BetFair with a rate.
So it's possible it skips a moment when the price moves up and then down between refreshes.
If you are OK with that, then you need a trigger checking 
Selection's Trigger Expression maxbp_0.5 is less than actual_sp
