Jimmy, please try the following:
Menu "Tools -> Internet options -> Advanced", at "Security" section, uncheck SSL2.0 and SSL 3.0 and then be sure that TLS 1.0, 1.1 and 1.2 are checked, then click "Apply" button.
Over de the same Menu "Tools -> Internet options -> Content", click "Clear SSL state" button.
Close Internet explorer, re-open it and try to access the web site.
If doesn't work try to check only TLS 1.2 . Try different combinations of TLS enabled.
I tried SSL3.0 + TLS1.0 + TLS1.1 +TLS1.2 and that worked fine.
