Can't Access Program Logs

Does anyone have any idea why I would not be able to connect to program logs, via a VPS?

This is the address I am trying to access:

http://127.0.0.1:19001/#program

But I get this reply:

Firefox can’t establish a connection to the server at 127.0.0.1:19001.

    The site could be temporarily unavailable or too busy. Try again in a few moments.
    If you are unable to load any pages, check your computer’s network connection.
    If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

Any ideas?

Hi
If you're accessing the logs directly you will need the IP address of the VPS. 127.0.0.1 is a local IP address.
If you are connecting to the VPS using remote desktop then the local address should work on the remote desktop unless something else is blocking the port.
