I haven't noticed that and I have been watching. There were a couple of inrunning malfunctions (no price updates at all), but mostly it has been normal for Uk/Irl racing inplay markets.
If you are talking about US inplay markets, it is normal as there is not much betting or bets are below the £2 minimum and don't show up, hence the price might show as 1000 but there are actually bets in the mix.
