writing CSV and time format

Hi all I need some help please 
Im using a trigger to download markets and its bringing the data to a csv file ,I wish to use this CSV file along with another Excel file I have to match some data and then drive a file to use within MF Pro as a pick list.
The problem I have is that the downloaded file from the trigger brings in time as text I guess and I can't convert that text to the time it shows so 10:46 to be 10:46 in the morning ,it appears to want to change it to decimal part of a day no matter what calculation or formatting I perform 

Im not bad at all with learning stuff and Ive searched the net all day for a solution to this and tried lots of methods but it continually stays as 10.46 or recognises it as the digital version of 10.46
