    It is in:
    Control Panel > Hardware and Sound > Power Options > Edit Plan
    you may want to have a look at the Advanced Options link there as well.

    if it is a laptop
    then you need to select POWER OPTIONS
    then set sleep to NEVER
    set hibernate to NEVER
    set when i close the lid to  DO NOTHING
