As it's a webpage then technically it's possible.
But there is no security options (password for example), so the webserver is bound to 127.0.0.1 address and is accessible from localhost only.
To access it from external address you need:
1. An external ip address.
2. A router on that ip address that maps any port to [your computer]:90001
3. A security measures are done on the router to prevent unauthorized access.
